Skills are generic attacks granted by weapons when you equip them. (For example, when a Twin Blade equips Rusty Nails, he or she can use the "Saber Dance" skill.) Skills all cost SP to use. If the amount of SP you currently have is insufficient, you cannot use a skill.
There are two types of SP-expending skills: Battle Skills (otherwise referred to as "Skills") and Weapon Skills. Both types of skills cost SP to use, but generally, Weapon Skills cost more SP because they are unique to that weapon. Regular skills can at times be used when holding different weapons. But Weapon Skills are one-of-a-kind. (For example, the Weapon Skill "Gale Blade" can only be used when holding the Spin Gai Gu dual swords.) This same concept also applies to Weapon Spells.
SP, or Skill Points, are expended whenever Skills, Magic Spells, Weapon Skills, or Weapon Spells are used. SP is restored differently than HP is. While HP is restored after battle or through the use of an item or spell, SP is restored every turn. Of course, SP can only be restored when it's one point less than max (i.e.: 249/250) or lower. Whenever you attack the enemy, your SP is restored by half of what your INT is. (For example, if your INT is 20 and you attack the enemy, your SP is restored by 10.)
